Purpose
The Cow Creek Band of Umpqua Tribe of Indians (“Tribe”) seeks proposals from qualified consultants to provide high-level strategic advisory services supporting long-term natural resource stewardship, partnership development, conservation initiatives, and implementation planning. The selected consultant will assist Tribal leadership in evaluating opportunities, developing collaborative partnerships, identifying sustainable implementation approaches, and advancing strategic land stewardship objectives.
Scope of Services
The selected consultant may provide services including:
- Strategic planning and executive advisory support.
- Identification and evaluation of partnership opportunities.
- Assessment of sustainable stewardship and implementation models.
- Stakeholder engagement and collaborative planning support.
- Evaluation of financing, investment, and organizational approaches that support long-term stewardship objectives.
- Recommendations regarding implementation strategies and future operational development.
Minimum Qualifications
Respondents must demonstrate:
- At least twenty (20) years of executive, advisory, or leadership experience in forestry, natural resources, conservation, land stewardship, natural resource investment, or related sectors.
- Experience advising Tribal governments, public agencies, conservation organizations, institutional investors, or comparable entities.
- Demonstrated success leading or advising large-scale natural resource, conservation, or stewardship initiatives involving multiple stakeholders.
- Experience developing strategic partnerships, sustainable business models, financing strategies, or public-private collaborations.
- Proven ability to advise executive leadership, governing boards, or elected officials on complex strategic initiatives.
Proposal Requirements
Proposals shall include:
- Firm or consultant qualifications.
- Relevant project experience.
- Resume of proposed project lead and key personnel.
- Description of proposed approach.
- Three professional references.
- Fee proposal.

Contract Information
The anticipated contract amount is subject to negotiation and funding availability.
Confidentiality
Certain project information may be confidential. The selected consultant may be required to execute a confidentiality agreement prior to receiving detailed project information.
Reservation of Rights
The Tribe reserves the right to reject any or all proposals, request additional information, negotiate with respondents, and make an award deemed to be in the best interest of the Tribe.
